Use of Human Shields in Israeli Military Practices Depending on whether the IDF is in Gaza or the West Bank, the methods used differ A. The “Mosquito Protocol” (2024) A term reportedly used by the IDF to describe the practice of sending Palestinian detainees into potentially dangerous situations to safeguard soldiers during military operations. Palestinian civilians are arrested, detained and allegedly used as “human shields” by Israeli Defense Forces (IDF) to search tunnels and inspect potentially booby-trapped locations during the Israeli ground invasion in Gaza. Human Rights Documentation: Organizations like Breaking the Silence, Middle East Human Right Monitor, .. highlighted the systematic nature of these practices. The investigation includes first-hand soldier testimonies, video footage aired on Al Jazeera, and reports of systematic practices. He was later released near a checkpoint confirming for the IDF whitnesses htat he was not involved in terrorism but just a civilian. It is the last remaining children's hospital in Gaza.” On November 5 , the Israeli army shelled Al-Nasr Hospital. Hours later, on November 6 , they shelled the Al-Nasr Medical Complex, including El-Rantisi Cancer Hospital, the Eyes Hospital, and Gaza's only psychiatric hospital, killing six children and several displaced people. On November 9 , Al-Nasr Hospital was shelled twice more, severely damaging the entrance and cutting power to the ICU and neonatal unit. The oxygen supply was disrupted, leading to the death of Yahia Shabat, a child with SMA who relied on a respirator. Attempts to resuscitate him were unsuccessful. A nurse sheltering in the hospital reports sniper fire preventing movement and pleads for help through international organizations. The Orient XXI and the BBC articles describe an exchange between an officer from the Israel Defense Forces (IDF) The COGAT (Coordination of Government Activities in the Territories), the Israeli organization that coordinates the activities of the Israeli military and interactions with Palestinian authorities and civilians in the occupied territories, and a medical official from Al-Rantisi Hospital regarding the evacuation of two hospitals, Al-Nasr and Al-Rantisi, located about 500 meters apart. In this case, the role of COGAT was to coordinate the evacuation of Al-Nasr hospital, but the promises of support were not fulfilled. Dr. Al-Kahlout, the director of the pediatric hospitals Al-Nasr and Al-Rantisi Hospital informed an agent from Israel's Cogat that ambulances could not access the hospital due to intense fighting and that some patients, particularly babies in intensive care, could not be moved without specific medical equipment. However, during this evacuation, they were targeted by the Israeli military, as shown in video footage from November 10. Mid-November 2023 : The hospital is left nonfunctional following the evacuation, despites Israeli assurance, no follow-up evacuation of the infants occurs. 27 November 2023: Discovery of the abandoned Infants by the journalist Mohammed Baalousha from Al-Mashhad TV who gained access to Al-Nasr Children’s Hospital. He discovered the decomposing bodies of five infants still connected to medical devices in the pediatric ICU. The footage of the infants circulates widely on social media, shocking the international community. December 2023: Reactions and Investigations NBC News obtains and verifies raw footage, confirming the advanced decomposition of the infants and the dire conditions in the ICU. Forensic Analysis: Experts verify the bodies' state aligns with the timeline of abandonment after the evacuation. On January 9 , Palestinian journalists and photographers revisited Al-Nasr Hospital only to discover it completely damaged. The war crime or crimes' evidence and scene had to be erased. Euro-med Human Rigth Monitor statement "Euro-Med Monitor emphasized that there was nothing that could have been done to save their lives during the evacuation, as patients and staff were forced to leave against their will, and transferring the vulnerable newborns to another accredited medical facility would have had to been done by the Israeli army—something that never happened. Instead, the infants were abandoned on the machines, and left to die in silence. Euro-Med Human Rights Monitor demanded that the Israeli army be held accountable for the incident and that the Red Cross should also be held responsible for suspicions of negligence in responding to calls to save the lives of children and patients in Gaza." This type of weapon was manufactured by the Israeli company IMI Systems. An AFP investigation conducted with Airwars, showed that the first strike involved a 120-milimeter tank shell only used by the Israeli army in this region. Amnesty and Human Rights Watch also concluded that the first strike that killed Abdallah and severely wounded Assi was most likely a tank round fired from Israel. Small Guided Missile: The second strike, which occurred 37 seconds after the first, hit near an Al Jazeera vehicle, causing it to catch fire. This weapon was likely a small guided missile, though the exact model and launch platform could not be identified. Amnesty International Lab investigation shows : Amnesty International’s investigation included over 100 verified videos, photos, witness interviews, and forensic analysis. The journalists were clearly identifiable as civilians, wearing press vests and positioned in an open, visible location. Journalists wore helmets and flak vests marked “press”. Vehicles were visibly marked, with one car labeled “TV”. The location was an open hill with clear visibility, devoid of any military presence. An Israeli Apache helicopter and drone surveilled the area for over 40 minutes before the strikes. Two strikes occurred 37 seconds apart, the first involving a 120mm tank round, likely an M339 projectile, and the second a small guided missile. No evidence of military objectives or fighters was found in the journalists' vicinity. Other investigations For its investigation, Reuters worked with the Netherlands Organisation for Applied Scientific Research (TNO), an independent research institute which works with the Dutch defense ministry. The probe pointed to "the tail fin of a 120 mm tank round fired by a smoothbore tank gun positioned 1.34 km away from the reporters, across the Lebanese border." It analyzed evidence from the scene, satellite images and hours of footage, including footage from Italian broadcaster Rai "that showed the launch point of the second strike as well as the tank round in flight, and the audio of the firing and the impact of both rounds taken from Al Jazeera's live feed." "Using the Al Jazeera audio, TNO calculated the interval between the sound of the two strikes and the thud of the muzzle blasts to determine that the firing point was 1,343 metres away from the reporters, (..) It said the sound signatures from the strikes matched, showing they were both tank rounds fired from the same position."
